About the position
The Danish Resilience Agency (SAMSIK) is seeking a highly experienced and strategic leader to serve as Head of the Nordic-Baltic Cyber Consortium (NBCC).

The NBCC is a Danish-hosted, EU-supported cybersecurity initiative established under the EU Cyber Solidarity Act. The consortium brings together Denmark, Estonia, Finland, Iceland, Latvia, Lithuania and Norway to build and operate a regional cyber hub that strengthens situational awareness and analytical capacity across the Nordic-Baltic region.

As Head of the NBCC, you will be responsible for establishing and leading a new international organisation of strategic importance to both regional and European cybersecurity. While formally employed by the Danish Resilience Agency, you will report to the NBCC Executive Board, composed of senior representatives from the participating national cybersecurity authorities, and operate in close coordination with EU institutions.

The position is based in Copenhagen, Denmark.

Key responsibilities

Strategic leadership and governance

  • Provide overall strategic direction and leadership of the NBCC in line with EU objectives, consortium agreements and national mandates.
  • Develop, implement and continuously adjust the NBCC’s strategic roadmap, including the phased build-up from initial deployment to full operational capability.
  • Ensure alignment between the NBCC activities, EU cybersecurity policies and the strategic interests of participating member states.

Management, organisation and budget

  • Act as head of the NBCC organisation, including direct line management of up to eight permanent staff based in Denmark and professional oversight of national analysts located in each participating member state.
  • Build and lead a cohesive multinational organisation with a shared operational culture, while managing differing national frameworks and practices.
  • Ensure sound financial management, reporting and documentation in accordance with EU and national requirements.

Operational responsibility

  • Hold overall responsibility for the NBCC’s operational delivery, including the secure and reliable operation of platforms for cyber threat intelligence sharing, analytical collaboration and communication.
  • Ensure structured and timely sharing of relevant cyber threat information and contribution to regional and European situational awareness.

About you
To succeed in this role, we expect that you:

  • Have proven experience leading multinational or international cooperation involving multiple stakeholders and governance layers; experience from Nordic-Baltic cooperation is a strong advantage.
  • Possess a strong understanding of cyber threat intelligence, incident response ecosystems and information-sharing mechanisms at national and international level.
  • Have demonstrated experience with EU cooperation, preferably including EU-funded projects and engagement with EU institutions.
  • Are able to operate confidently at senior political and administrative levels, nationally and internationally.
  • Can demonstrate strong regional insight and experience, for example from a Nordic or Baltic cybersecurity authority or a comparable organisation.

In addition, you:

  • Exercise strong strategic judgement and are able to balance political, operational and technical considerations.
  • Have excellent leadership and communication skills and are able to build trust across national and organisational boundaries.
  • Are fully proficient in English; knowledge of one or more Nordic or Baltic languages is an advantage. Danish language skills are not required.
